Leaving the protection of Providence the buccaneers continued their pilgrimage along the coast of the Spanish mainland, spreading havoc in the colonies of Honduras and the Mexican Gulf. Cura~ao, fortunately, thought to be impregnable, was saved from their attention. Meanwhile, the war continued. English buccaneers had won some islands for their king but had added very little to the royal treasury.

Nor did the restoration of Charles II bring a revocation of the restrictive laws, much to the dismay of both the Dutch merchants and the island planters. Indeed, soon after Charles had regained his father's throne, he added the well-known "enumeration clause" making certain products such as sugar and tobacco exportable only to England or to other English territory. Smuggling intensified in the English domains, while dissatisfaction continued to mount. Yet, with a few minor changes, the spirit of the Navigation Laws directed English colonial policy for almost two centuries.

As De Ruyter's fleet proceeded along the African coast all former Dutch forts and factories now occupied by the English surrendered to him. At Elmina the Dutch admiral was instructed to cross the Atlantic and attack the English in the Caribbean. His exploits in the West Indies were not as successful, however, and no permanent results were obtained. Although Europe was the center stage for the conflict among the two powers, repercussions of the tension were felt all over the Caribbean. Even before De Ruyter had set foot in the area, Francis Lord Willoughby of Barbados had already requested aid against what he termed the aggressive policies of the Dutch.
